This lesson is more tentative than the others — it's context, not a confirmed reason for the tender. Read it as background to hold lightly, not a fact to repeat as settled.
Nothing in the sources used across this workspace states outright why the e-Boat tender was issued now. What follows is documented regional context that plausibly bears on it — worth knowing, not worth asserting to a customer as the confirmed rationale unless they say so first.
Since Russia's full-scale invasion began in February 2022, the Black Sea and Sea of Azov have been an active conflict zone, not a peacetime fishing ground with occasional incidents:

Every earlier lesson in this workspace used "closed area" in its ordinary MCS sense: a spawning ground, a quota zone, somewhere fishing is restricted for conservation reasons. In this specific operating environment, a second, unrelated category of restricted water exists at the same time — mined or contested zones that are dangerous to enter for reasons that have nothing to do with fish stocks.
A geofencing system built only around the first category — which is what most of the world-practice sources in Lesson 5 and Lesson 7 describe, since most fisheries aren't operating in an active conflict zone — would be missing a category of "why is this vessel here" that matters enormously in this specific deployment. Whether e-Boat's actual ToR scope draws this distinction explicitly is worth confirming directly rather than assuming either way from this lesson.
